I don't know if he does or not. Tricky of you to ask a question which only one person could really appropriately answer, by the way.

Philosophy of superheroes discussion: As a matter of personal opinion, a good hero leaves no villians to menace others again. The whole point of superheroism, with a few exceptions, is to go outside the scope of normal law and do what it cannot. Turning people who require super-powers to deal with over to the authorities or trusting them to learn from a few lessons is not a risk that anyone should be taking- the cost of failure is too high. An enemy must end up dead, utterly unable to ever reasonably pose a threat which normal law enforcement could not effectively deal with ever again, or turned to the side of the hero, and in the last case would bear constant observation in case of treachery. For that matter, superheroes should be constantly watching one another for signs of instability or corruption.

...having little faith in human nature does not make for particularly nice results, I admit...

Yes and No. You see, many create their own worldwide disaster or event to attract world attention and urge dramatic change.

Well, since you are using the word "dramatic", then yes, it is unreasonable, since it requires a violent shift in the world, such as a revolution, or a war. These intense events guite people to seek change, otherwise it is just an elongation of the status quo.
