i'm wondering, seriously wondering if the guy is perhaps... rebecca's father?

Chip can't be Becka's father, as he's only a year or two older than her.

Remember back early in the story, the high school kid who tried to sexually assault Becka in the fields, when her powers activated? That's him.

i thought he originally did it because misty told him to, so is he like going full time peeper now or doesnt he know who she is?

wait forget that he probably knows, you know because of the sleeping around and her and rebecca's similar appearance.

wait but does she know what happened?, it's not like they rebecca had time to say "hey mom three guys tried to gang-rape me in a cornfield"

Well, bear in mind, Misty may have put him up to it, he still went along with it. It's one thing to go along with something like "Hey, go get me a soda." and another totally horrible thing to go along with "Hey, go triple gang rape this girl." Either way, Chip is a douchebag.

This is a few weeks ater the events of the miniseries, so I'm pretty sure if Charon didn't already know about the events of the cornfield from the merging into the Shadowgirl, Becka's taken the time to tell her what's up. As far as Chip not recognizing Charon... Not everyone knows what someone's parents looks like, even if there's similarities. That nad he's a teenage boy with hormones.

No. He knows who she is. And anyone who is wondering "how dumb can he be?" has never been a 17 year old boy. (Or at least a 17 year old presented with options.)

Plus, I imagine Chip's just cruel enough to do this so he can tell Becka "Hey, I schtupped your mom last night!".

okay so he doesn't see the rebecca = charon relationship, he's probably thought about trying to rape her also ut now he's going to probably get beaten with a large wrench (and possibly the bitch knuckles), and charon will be taking a trip upstate!

Nah, I can't see her killing Chip when it'd just net her a modicum of satisfaction and a lifetime of looking over her shoulder for Johnnie Law over someone as worthless as that s**t-heel... but put the unholy terror of Hades in him and make him piss himself whenever he sees her? Ohhh, yeah...
